Amazon SNS helper

To assist with the aggregation of account notifications, the SNS Helper will be able to forward messages from account specific SNS topics to the central location they should be delivered to. So for example, we are aggregating all of the GuardDuty notifications in the security account. The SNS helper will ensure that this is possible.
